Trump signed the executive order for the second Muslim ban with a 10-year period before going into effect, but several states, including Hawaii, challenged the ban in court.
One of the reasons why the Judge blocked it was because of Rudulph Giuliani's admission on Fox News that Trump asked him to find a legal way to have a Muslim ban.

The Trump administration claimed in court the Muslim ban was not based on religion, but Judge Derrick Watson didn't believe them.
“Are you saying we close our eyes to the sequence of statements before this?” Judge Watson said according to The New York Times, in apparent reference to his campaign speeches and to Giuliani's admission on Fox News.
By the way: The Judge also quoted Trump's racist aide Stephen Miller, who said publictly that "you're still going to have the same basic policy outcome" with the second Muslim ban as one of the reasons to block it. That's the same guy who said on televison that Trump would not be questioned.
