However, Sessions declined to do so because Sessions thought it would be inappropriate.

The president asked Attorney General Jeff Sessions whether it would be possible for the government to drop the criminal case against Arpaio, but was advised that would be inappropriate, according to three people with knowledge of the conversation.
After talking with Sessions, Trump decided to let the case go to trial, and if Arpaio was convicted, he could grant clemency.
Which is what took place. After Arpaio was found guilty of being in contempt of court for violating constitutional rights of Hispanics in Arizona, but before being sentenced, Trump granted Arpaio a presidential pardon.
Which brings into questions what will happen if Michael Flynn and others in the Trump campaign are found guilty of colluding whith Russia. Looks like Trump will pardon them as well.
