Still, a witness to the meeting describes Trump's attitude as wanting other world leaders to know he was closer to Putin than they were.

The dinner discussion caught the attention of other leaders around the table, some of whom later remarked privately on the odd spectacle of an American president seeming to single out the Russian leader for special attention at a summit meeting that included some of the United States’ staunchest, oldest allies.
Trump immediately responded to the NYT article with this tweet:

Well, when you don't tell the public about it yourself, you're bound to be seen as sinister if you do what you were NOT supposed to be doing.
Because Trump was supposed to go to a dinner, not to be Putin's BFF at the dinner.
