He was referring to the fact that the previous day he insulted Angela Merkel in front of the press by refusing to shake her hand even though the press repeatedly asked him to do so:

SEVERAL times the press asked him to shake her hand. Merkel herself turns towards Trump waiting for a response. No response from Trump.
Why is this in insult? Because Trump has done the handshale picture with other world leaders, including Japan's and Canada's Prime Ministers when they visited the White House.

So what the lack of a handshake suggests Merkel told Trump Germany would not be paying anything.
So one can only assume Trump didn't do the handshake because he was pissed at Merkel because he lost to her.
What a sore loser.
