Did Trump just order Homeland Security to harass people entering the US?

After about half a day of silence since an Appeals Court rejected Donald Trump's Muslim ban, Donald Trump tweeted again about it. This time not just criticizing the court, but also suggesting he ordered the Department of Homeland Security to harass people entering the United States regardless of who they are:

The first tweet is his continuing tantrum over the Judiciary overturning his racist Muslim ban. But the second tweet is very broad and very problematic because of the following:

1. Trump is saying he instructed Homeland Security to "check people coming into" the United States. That means everybody, including citizens.

2. He added the words "VERY CAREFULLY". What does that mean? Interrogations? Detentions for hours on end? What?

Whatever it means, adding more scrutiny than what the law requires means everybody who happens to be entering the United States, including citizens, will basically be subjected to harassment, as there is no valid reason to add more scrutiny to the people entering the country legally.

Which means that if somebody complains for geing "checked VERY CAREFULLY" complains to a federal Judge, once again Trump will be defeated.
