Trump describes Puerto Rico as "an island surrounded by water"

This is probably one of the dumbest things Donald Trump has ever said in office. This is how Trump described Puerto Rico after days of being devastated by hurricane Maria and being ignored by Trump's government: "an island surrounded by... water. Big water. Ocean water."
