Then, a few hours later, the news of Donald Trump Jr. meeting with a Russian lawyer linked to the Kremlin to get dirt on Hillary Clinton broke.
THEN, Trump twitted this:
The fact that President Putin and I discussed a Cyber Security unit doesn't mean I think it can happen. It can't-but a ceasefire can,& did!

Why mention the cybersecurity unit in the earlier tweet at all then?
That only suggests the cybersecurity unit with Putin WAS being planned by Trump, but after the Trump Jr. scandal broke Trump had to end the plan out of public outrage.
And by the way: That Syrian cease fire is only a limited cease fire. Trump is celebrating peanuts, not a real cease fire in the region.
At any rate, Donald Trump is obviously fearing the new scandal and that's why he's waffling. Either because of Don Jr.'s got caught, or because his own party is saying the cybersecurity unit is a really stupid idea. According to The Guardian:
Three Republican senators – Lindsey Graham of South Carolina, John McCain of Arizona and Mario Rubio of Florida – criticised the idea, saying Moscow could not be trusted after its alleged meddling in the 2016 US election.
“It’s not the dumbest idea I have ever heard but it’s pretty close,” Graham told NBC’s Meet the Press program, saying that Trump’s apparent willingness to “forgive and forget” stiffened his resolve to pass legislation imposing sanctions on Russia.
