Trump still has not implemented sanctions against Russia

Because of the fact that Donald Trump has not implemented the sanctions against Russia that Congress passed and Trump signed into law on August 2, two Senators, including John McCain, sent a letter to Trump asking him why:

So if Trump claims there was no collusion with Russia, then why hasn't he implemented the sanctions against Russia for meddling in the 2016 election?

Because Russia did meddle in the 2016 election.
